In May of 1937, in the wake of the disastrous flood, President Franklin Roosevelt signed the act that funded a new dam on the Tennessee River. The TVA's engineers had first called it the Gilbertsville Dam for the nearby town, but by the time it was finished they had renamed it Kentucky Dam. Construction ran from 1938 to 1945, slowed by the Second World War, and the finished structure was staggering: a mile and a half of earth and concrete standing 206 feet tall, the largest dam the TVA had ever built.

Behind it the Tennessee River backed up for more than 180 miles into Kentucky Lake, a shoreline of hundreds of miles winding through the hills. The lake was built for flood control, power, and navigation, but it also created something the region had never had: an enormous playground of open water. The stage was set for the park that would grow up at its northern end.

While the dam went up, the TVA had to house thousands of workers, so it built a whole community nearby, with homes, a hospital, and services. When the project finished, that community was largely abandoned, and the government looked for a way to put the land to good use. In 1949 the TVA sold 1,119 acres to the Commonwealth of Kentucky at a fraction of its value, and the state set about turning the old work camp into a resort park.

Over the next several years Kentucky invested heavily, adding a lodge, cottages, a marina, and one of the first golf courses in its state park system, a course still fondly called the granddaddy of the bunch. What had been temporary housing for dam builders became a permanent place for families to swim, boat, and fish, one of Kentucky's flagship state resort parks and a model for the lake-country tourism that followed.
